Twelve

 

Twelve is a character from Capcom's Street Fighter franchise, who originally debuted in Street Fighter III: 3rd Strike (1999). Twelve is a mutating humanoid weapon created by the Illuminati (Secret Society) under "Project G," led by Dr. Kure and overseen by Urien, whom Twelve considers his "father." He is the end result of experiments that included Eleven (seen in SFV) and was developed to be a superior and more obedient version of Necro.
